Various factors:
Climate - depending on whether there is high or low rainfall can affect how much water a community has ot use
Politics - if there is political turbulence is may be hard to move water resources from one place to another
Geology - if the rock is permeable it will infiltrate into the ground near where it falls and add to aquifers which can be a source of water
