Why are poorer countries more vulnerable to weather hazards?

Developing countries tend to have less money available to spend on prediction/planning/monitoring techniques for weather events. Their initial infrastructure (buildings, roads) also tends to be of lower quality so is more likely to be damaged or destroyed during a weather event.
