Francium because it will most readily lose its valence electron and this is the definition of metallicity.

The most metallic 'man-made' element is Francium

Silver. Conductivity is ranked against silver since it is the most conductive element. It abides by the definition of a metal more than the other elements

The most metallic element is francium but it is a man-made element

The most metallic natural element is caesium.

Francium is the most metallic element and it belongs to group 1 on the periodic table, although it is very rare in nature.

The most metallic element is francium. However, francium is a man-made element, except for one isotope, and all isotopes are so radioactive they almost instantly decay into another element. The natural element with the highest metallic character is cesium, which is found directly above francium on the periodic table.

This is a not a complete question as it is not specified natural or synthetic element. However, I will answer considering both viewpoints.

Natural - Cesium (Cs)

Synthetic - Francium (Fr)

for a substance to be metallic, It needs to :

a. Physically - Shine, be hard as well as be good conductors of heat and electricity.

b. Chemically - Reduce quickly, Displace Hydrogen from Dilute acids and form basic oxides.

So a metal which can show above chemically characters the quickest becomes the most metallic.

We should also remember that metallic character decreases from left to right in the periodic table. So all the elements in group 1 are most metallic compared to the elements in the respective period. Similarly the metallic character increases down the group in the periodic table, so the element in the 7th Period (synthetic) or the element in the 6th period (natural) are the most metallic elements.

Metallic character increases as you move down a group and decreases as you move from left to right across a period. Therefore, the most metallic element is found in the lower lefthand side of the Periodic table. Francium is the most metallic man-made elememt and Caesium above it, is the most metallic natural element.

Most metallic element is Francium, Fr. It's atomic number is 87. It is extremely radioactive; its most stable isotope, francium-223, has a half-life of only 22 minutes

Francium (if we include man-made elements), or Cesium (if otherwise)

The most metallic element in the periodic table is generally considered to be francium (Fr). Francium is an alkali metal and is extremely rare and highly radioactive, making it challenging to study and handle in practical applications. It exhibits many typical metallic properties, such as high electrical conductivity and metallic luster.
