Depends on whether the base is a fraction or the exponent is a fraction.

In case of a fractional base:

(a/b)^x = a^x / b^x

In case of a fractional exponent:

a^(x/y) = y-th root of a^x

Examples:

(2/3)^4 = 2^4 / 3^4 = 16/81

2^(3/4) = 4th root of 8
