You can simplify a fraction if the numerator {top number} and denominator {bottom number} can both be divided by the same number.

Click here to view my profile and arrange a free introduction.It is very easy to simplify fractions, you just need to find the common number between the top and bottom part of the fraction and cancel them out.
For example:
30 / 45 = 3*10 / 9*5 = 3*5*2 / 3*3*5
In this case, you can simplify by both numbers 3*5 as they both appear in the numerator and the denominator. Thus 30 /45 =2 / 3
