'Percent' means out of 100, so to find 0.028 as a percentage, we would multiply the number by 100.
0.028 x 100 = 2.8 as we move the digits two places to the left :)

Changing decimals to percentages
we multiply the decimal by 100, to convert it to a percent.
Therefore, 0.028 = 0.028 x 100 / 100
the /100 can be written as per-cent.
this gives 0.028 = 2.8 percent

For a percentage, numbers less that 1 can be expressed as a percentage if we assume 1 as 100%. For instance, 0.25 is a quarter of 1, or 25%.
using this:
0.1 would be 10%.
0.01 would be 1%
and 0.001 would be 0.1%.
for this calculation, you'd simply add 2 lots of 0.01 expressed as a percentage, and 8 lots of 0.001 as a percentage, which would yield 2.8%.
