First of all, it is important to know the units after a decimal. So, the 3 is in the "tenths" and the 5 is in the "hundredths".
Since the 5 is in the hundredths we will write it as 35/100 (hundredths).
Now we have 35/100, we want to make it a simpler fraction so we would have a look at what number is divisible by both 35 and 100. We will start with 5.
Dividing by 5 gives us the fraction 7/20.
As no numbers go into both 7 and 20 it means that's the simplest fraction.
So, 0.35 as a fraction is 7/20.
