A Birmingham Maths teacher on the GCSE decision your child's school makes without you, and the questions to ask before the February entry deadline.
There is a decision made about your child's GCSE Maths that they'll almost certainly never be consulted on, and that most parents never hear about until it's too late to change.
It happens quietly, usually in Year 11. It sets a ceiling on the grade they can possibly achieve. And it's often settled by the February entry deadline, before anyone at home knows a choice was even being made.
It's a tier decision: Foundation or Higher.
I teach Maths in a Birmingham secondary, mostly lower sets, and I've come to think schools are too cautious about this. Not reckless, just cautious. And caution has a cost that never shows up anywhere in the data.
GCSE Maths is sat at one of two levels. A student sits one or the other, never both.
Foundation tier covers grades 1 to 5. Grade 5 is the ceiling. However well the paper goes, a 6, 7, 8 or 9 isn't available.
Higher tier covers grades 4 to 9. There's an allowed grade 3 for students who finish a small number of marks below the grade 4 boundary, and Ofqual sets that safety net at half a grade width. Fall further than that, and the result is unclassified (U).
Both tiers award grades 4 and 5, and the certificate doesn't record which paper was sat. A grade 5 is a grade 5, and nobody looking at it later can tell the difference.
That overlap is the whole argument. For a student heading for a 4 or a 5, both routes lead to the same place. The question is which one gets more out of them along the way.
AQA and Edexcel both mark GCSE Maths out of 240 across three papers. Here's what a grade 4, the standard pass, actually cost on each tier:
Grade 4 on Foundation - 154 marks (64%)
Grade 4 on Higher - 63 marks (26%)
Grade 4 on Foundation - 144 marks (60%)
Grade 4 on Higher - 53 marks (22%)
Twenty-six per cent for a standard pass on Higher. Sixty-four for the same grade on Foundation. The gap at grade 5 is just as wide: on Edexcel in 2025 it took 175 marks (73%) on Foundation and 87 marks (36%) on Higher.
At first glance, that makes Higher look like the softer route. It isn't. Those 63 marks sit on a paper where the accessible questions run out early, and the second half assumes a fluency a struggling student hasn't got. The 154 on Foundation are spread across a paper where nearly every question is within reach if the basics are secure.
The boundaries also move, and the boards don't move together. AQA's Foundation grade 4 fell from 160 to 154 this summer, while Edexcel's went the other way, up from 144 to 151. If you're using past papers at home, check which board and which year's boundaries you're reading against.
Here's where I part company with the default.
Given a student who can handle Foundation content independently - not with a worked example on the board, not with me standing next to them, but on their own - I want them on Higher. And the reason isn't the grade at the end. It's what the paper asks of them in the year before it.
Higher tier demands reasoning. Multi-step problems where the method isn't signposted. Algebra that has to be manipulated rather than recalled. Questions that require a student to decide what kind of problem they're even looking at before they can start.
Foundation tests whether you can do the maths. Higher tests whether you can think about it.
Students rise to that. A student sitting comfortably in the middle of a Foundation class, getting everything right and learning very little, will visibly develop when the work stops being automatic. The struggle is the point, and it's what makes Maths make sense rather than feel like a sequence of tricks to memorise.
One of my Year 10s was set for Foundation and was getting through the work faster than I could set it. Not rushing, just finishing correctly and then sitting waiting. So, I started handing them Higher tier questions from past papers, and they solved those too. What struck me wasn't the right answer. It was watching them work through a problem before choosing a method. A Foundation paper never gives a student the chance to show that, and it would have gone unrecorded.
There's a harder consequence, too. In 2026, 22.3% of GCSE Maths entries were graded 7 or above and 53.8% reached grade 5 or above, both up on the year before. A student capped at Foundation can't reach that upper band, whatever happens on the day. Most sixth forms want a 6 or a 7 before they'll take a student on to A-Level Maths, so a Foundation entry can close that door in Year 10, long before anyone is thinking about sixth form applications.
I'm not arguing that every borderline student should be pushed up. The safety net on Higher is narrow by design, and Ofqual has repeatedly warned schools against entering students only just predicted a 4, because the drop below that boundary isn't a 3. It's a U, and a U means no GCSE Maths at all.
My test is independence, not ambition. Can the student work through Foundation material without support, and explain what they're doing rather than reproduce it? If yes, Higher. If they get there only with scaffolding, or only on a good day, or only on the calculator paper, then Foundation is the honest answer and a strong 5 is a genuinely good outcome.
The mistake I'd want to avoid is the one where a capable student is parked on Foundation because it's tidier for everyone.
The decision usually gets made in the term before the exams, based on mock results and teacher judgement, with entries submitted around February. After that, it's difficult to move.
Worth asking at the autumn parents' evening in Year 11:
Which tier is my child currently being prepared for?
What is that based on - which mocks - and what did they actually score?
When is the final decision made, and when is the entry deadline?
If they're borderline, what would need to change to go the other way?
Are they being taught Higher content but entered for Foundation, or the reverse?
That last one catches more than you'd expect.
A student entered for the wrong tier this summer isn't stuck. Maths can be resat in November, with results out in January.
Be realistic, though. Of the 219,135 students aged 17 and over who resat GCSE Maths this summer, 15.3% came away with a grade 4 or above, down from 17.1% the year before.
Resitting works, but only when something about the approach changes, not when the same student sits a similar paper a few months later with the same preparation.
The tier decision is one of the highest-leverage things that happens to a GCSE Maths student, and it's routinely made without them or their parents in the room. It isn't a formality, and it shouldn't be a default.
If your child is anywhere near the 4/5 borderline, ask the question this term. And if they can do the work on their own, make the case for stretching them, because in my experience that's usually where they start getting better.
You can run the independence test at home. Sit them down with a few Higher tier questions from a past paper, say nothing, and watch. If they reason their way in, you've got something concrete to take to the school. If not, you've found the gap while there's still time to close it, and an hour a week of one-to-one GCSE Maths tuition between now and February is enough to change the answer for a lot of students.
